The Gambling Regulatory Authority of Ireland is moving forward with its licensing process

(Dublin).- The Gambling Regulatory Authority of Ireland (GRAI) has announced plans to open its licensing application window later this year. This initiative is part of the enforcement of the Gambling Regulation Act 2024, which established the GRAI's mandate to regulate all gambling in Ireland, excluding the national lottery.

Next Steps for Potential Licensees

On March 27, GRAI initiated the process by inviting interested parties to register their interest in obtaining various types of gambling licenses. This registration aims to gauge the level of interest in each license category, providing the GRAI with insights into the market's size and scope. Additionally, this step will help the regulator create a contact list for updates about the licensing process.

License Categories and Structure

The GRAI will issue three primary types of gambling licenses: Business-to-Consumer (B2C), Business-to-Business (B2B), and charity licenses. B2C operators can apply for licenses for remote betting, in-person betting, remote gaming, and lottery services. There is also a specific gambling service license available for operators providing hosting, risk management, or technical support services.

B2B licenses will cover the supply of gaming machines and physical gaming hardware. The charity licenses, which are meant for philanthropic activities like event-based pool betting or lotteries, are not expected to open this year; however, charities can still apply under the existing permit system.

Vetting and Compliance Process

GRAI's chief executive, Anne-Marie Caulfield, emphasized that the organization will prioritize the licensing process above other regulatory frameworks. The upcoming licensing structure will incorporate a vetting system focusing on corporate, financial, and technical evaluations of operators to ensure compliance with new regulations. This thorough due diligence process is designed to ensure that all operators meet the required standards.

Future Developments

According to Caulfield, the authority anticipates that the application process for betting licenses, both online and in-person, could commence by the end of this year. Following this, plans will continue for online gaming applications slated for early 2026, with further licensing developments extending to 2027.
